Development of Panchayat must for India’s betterment- Patjoshi

Indore(Team Newsbuddy). Kerala’s Director General of Police Sanjeev Patjoshi has said that without developing the Panchayat area, we cannot even imagine the development of entire India. The resources and facilities available in our country in urban areas, we will have to provide them in rural areas as well.
He was addressing the 64th summer lecture series of Abhyas Mandal in Jaal Sabhaghar here this evening. He addressed on the role of Panchayat in the long term development of India. He said that in childhood we used to live in the village and used to go to the fields there. We used to graze the animals and also see how the cow’s milk comes. There used to be no electricity in the village in the evening, so food used to be cooked in the house quickly and we had to sleep after eating food quickly. Today’s generation is not aware of this situation.
The importance of Panchayat in our country has been very high since ancient times. Whether it is Khap Panchayat of Haryana or some Panchayats of Bihar, everyone keeps hearing their names. Today the situation is such that the people of the village are coming towards the city.
He said that we should solve the difficult problems first but what happens is that we start solving the easy problems first and keep the difficult problems pending.
The Panchayat does not get enough money from the government to build a good and paved road in its village. When the Pradhan Mantri Awas Yojana was being prepared, it was provided at that time that a unit for the poor would cost Rs 6 lakh. When this proposal went to the Finance Ministry, they objected to such a high expenditure and reduced the price of that unit to Rs 1.5 lakh. Now one can imagine what kind of unit will be built for housing in such a low amount. This is the reason that today the houses built under this scheme are not proving to be very useful for the people.
Patjoshi said that there are 6 lakh villages and 2.5 lakh Panchayats in our country. 33% reservation has been made for women in the Panchayat area. At present, women hold 47% of the Panchayat posts in our country. Along with this, an evil has also been added that a woman wins the election and her husband handles all the work. Due to this, a new power center is seen in the village in the form of Sarpanch’s husband.
He said that big steps have been taken by the government to eliminate corruption in the Panchayat. The work of withdrawing cash from the Panchayat account and issuing cheques has been completely stopped. Now all the money from the Panchayat is transferred online only. The Panchayat also receives money from the government in digital form. Along with this, the system of geo tracking has been implemented for whatever development work is being done in the Panchayat.
In this way, work has been done to improve the system of the village. The Panchayat has only two means for revenue collection in the form of property tax and entertainment tax. The Panchayat does not earn much revenue from this also. If we have to implement the concept of holistic development in our country, then it is not possible without the development of Panchayat.
The program was chaired by Indore’s ACP Amit Singh. He said that the last person of the society means the person living in the village who does not have access to resources and facilities. We have to solve the problems of such a person and provide facilities to him.
