CGMSC’s scandal: Two tenders for one work, with different terms, conditions

Raipur(Team Newsbuddy) : Chhattisgarh Medical Services Corporation Limited (CGMSC) is once again in controversy. This time there have been allegations of irregularities in the construction of a 200-bed district hospital to be built in Mohla-Manpur-Ambagadh Chowki district. MLA Indrashah Mandavi has written a letter to Chief Minister Vishnudev Sai demanding an inquiry into the matter.
Allegation of MLA Indrashah Mandavi
MLA Indrashah Mandavi told in his letter that an online tender was issued by CGMSC on 22 August 2024. The last date for submission of tender was fixed as 12 September 2024 and the date of opening the tender was 13 September 2024. In this tender, three companies – Ramraja Minerals and Construction Pvt. Limited Raipur, Veer Project Company and Nakoda Construction Dalli Rajhara – had applied.
Three months delay and irregularities
The date for opening the tender was 13 September 2024, but the department opened it three months later on 5 December 2024. During this time, the tenders of Ramraja Minerals and Construction Pvt. Ltd. and Veer Project Company were canceled due to technical reasons, due to which only Nakoda Construction remained. After this, this company was given a contract of Rs 35 crore 65 lakh.
Two tenders, different conditions
MLA Mandavi said that a tender was issued earlier on 28 August 2023 for the same work, in which Amit Jain of Supela Bhilai got the contract. But for some reason it was canceled. After this, the tender was issued again on 22 August 2024, but the terms and conditions in it were different from the first tender.
Ignoring the rules?
According to the rules, if only one company survives in a tender, then the contract cannot be given to it without issuing a tender again. But, this was not done in this case. The MLA has demanded an inquiry from the CM regarding this irregularity.
Waiting for the government’s response:
Now it remains to be seen what is the reaction of Chief Minister Vishnudev Sai or other government officials in this matter. If the irregularity is proved in this, then another big question mark can be put on the credibility of CGMSC.
