Water Resources Department to utilize its surplus engineers on deputation

The Superintending Engineer (Administrative) of the department has written a letter to six departments asking for an indent to give executive engineers and assistant engineers on deputation.
A situation of controversy is being created over sending engineers in the Water Resources Department on deputation to other departments. In fact, the Water Resources Department is writing a letter to those departments of the state, demanding that they provide executive and assistant engineers from their departments, which carry out construction work.
In this series, on February 5, 2024, the Superintending Engineer (Administrative) of the Water Resources Department has written a letter to six departments. In this, he has asked for an indent from the Water Resources Department to provide Executive Engineer and Assistant Engineer (both civil). According to the information, these days there are more than 60 surplus engineers in the Water Resources Department. Preparations are underway to utilize them by giving them deputation to other departments.
According to the instructions of the General Administration Department, the maximum time limit for the deputation period is four years, but the engineers of Water Resources Department who go on deputation in PMGSY of Panchayat and Rural Development Department are not ready to return from PMGSY till retirement and the department is unable to fulfill the wishes of those aspirants. Cooperates fully. At present there are many engineers who have been stuck on deputation for years.
During the Congress rule, Panchayat and Rural Development Department Minister TS Singhdev had sought information from the Water Resources Department about the tenure of the Executive Engineers and Assistant Engineers working on deputation in PMGSY and MMJSY. On this, Alok Katiyar, the then Chief Executive Officer, Chhattisgarh Rural Road Development Agency, Raipur, gave false information to the Special Assistant of the Minister that no fixed time limit has been set by the government regarding the tenure of the engineers going on deputation.
The increase in surplus engineers by promotion is beyond comprehension.
There are already a large number of surplus engineers in the Water Resources Department, so the decision to increase the number of surplus engineers by promotion is strange. Actually, the reason behind this is irregularities. The collusion of higher officials is also clearly exposed.
It is wrong to do promotion by taking information about deputation post from departments other than Water Resources Department. Recruitment and promotion should be done in the vacant posts of our water resources. Some sub-engineers who had come on deputation have been promoted and posted in the same department. This will harm the seniority of the engineers working in the parent department.
